The Quiet Offseason, v3

Another game down, and another update made! We ran into an unusual edge case, so I've added a rule to cover it, along with clarifying a point of confusion. See below for details!

Changelog:

• Changed the Morning King's text from "take two actions" to "take an action. Take another action as normal after project dice resolve."
• Added a rule for what to do if you resolve all Aspirations, since a community should never lack aspirations, especially in Blaseball.
